Reading: A Crisis You Probably Don't Know About

Here's a statistic that should shock everyone: 64% of fourth-grade students in the United States are not reading proficiently.
Let that sink in. Nearly two-thirds of kids who should be at a solid reading level are not reading at grade level. The numbers get worse. According to 2024 National Assessment of Educational Progress data, 40% of fourth-graders are reading "below basic," meaning they struggle to understand the main idea of a text or follow basic comprehension questions. One-third of eighth-graders are similarly struggling.
This isn't a new problem that appeared overnight. Reading scores have been declining steadily. But it's gotten dramatically worse since the COVID-19 pandemic disrupted schools. We're now at literacy levels not seen in decades. The consequences are severe. Children who can't read well by third grade are four times more likely to drop out of high school. Kids who start kindergarten behind have less than a 12% chance of ever attending college. About 85% of teens in the justice system can't read well enough to get by. Around 70% of people in U.S. prisons can't read above a fourth-grade level.
Low literacy costs the U.S. economy an estimated $2.2 trillion per year in lost productivity, health complications, and criminal justice expenses. Yet here's the remarkable part: This is completely preventable. Decades of research shows that nearly all children can learn to read when given the right instruction.
So why are we failing so many kids? The answer involves competing ideas about how reading should be taught, the dominance of outdated teaching methods, and a slow-moving educational system that hasn't caught up with the science.
Why Reading Is Everything
Before diving into the problems and solutions, it's essential to understand why reading matters so much. Reading is the foundation for all other learning. Science class? You need to read the textbook and worksheets. Math? Many problems are word problems that require reading comprehension. History? Forget it. Reading is everything. Even in practical fields like engineering or medicine, reading is foundational.
A child who can't read fluently will struggle in all subjects. The struggle isn't limited to language arts. A kid who spends all their mental energy decoding individual words has no cognitive capacity left for understanding what those words mean or how they connect. They fall behind in every subject.
Beyond academics, reading is a gateway to opportunity. Frederick Douglass, an enslaved man who learned to read in the 19th century, said: "Once you learn to read, you will be forever free." That statement is still true. Reading opens doors to knowledge, to career opportunities, to understanding the world. Not reading closes doors.
Reading is also deeply tied to socioeconomic status. Children from low-income families are less likely to have access to books, less likely to have parents who read to them (possibly because the parents themselves struggle with literacy), and less likely to attend well-resourced schools. The literacy gap between wealthy and poor children is stark: 51% of fourth-graders from high-income families read at grade level, compared to only 20% from low-income families. This gap persists and compounds throughout their lives.
In a very real sense, reading is a civil rights issue. Equitable access to quality reading instruction is fundamental to educational justice.
The Problem: Reading Wars and Outdated Methods
If reading is so fundamental, why are we doing so badly at teaching it? The answer involves competing philosophies about how reading should be taught. For decades, the field of reading instruction has been divided by what educators call "the reading wars".
The Three Main Approaches
Phonics emphasizes teaching children the relationship between letters and sounds (phoneme-grapheme correspondence). A child learns that the letter "b" makes the /b/ sound, that "cat" is made of three sounds (/c/ /a/ /t/) that blend together. Through systematic phonics instruction, children learn how to decode words by sounding them out.
Whole language emphasizes meaning and context. Children learn to read by being immersed in books and stories. The idea is that children will naturally pick up reading skills through exposure to text and through understanding that reading is meaningful and enjoyable. This approach de-emphasizes explicit phonics instruction.
Balanced literacy, which emerged in the 1990s, attempted to compromise between these approaches. It claims to blend phonics with whole language, using elements of both. In theory, it sounds reasonable—why not take the best of both approaches?
In practice, balanced literacy has been controversial. Critics argue that balanced literacy, while claiming to include phonics, often doesn't include explicit, systematic phonics instruction. Instead, it tends to emphasize meaning-based strategies (guessing words from context, using pictures to understand meaning) and whole-language elements. Many schools that claim to use balanced literacy are actually using what critics call balanced literacy in name only, essentially whole language with a few phonics elements sprinkled in.
What the Science Actually Says
Over the past 50 years, education researchers, neuroscientists, cognitive scientists, and psychologists have conducted thousands of studies on how children learn to read. The accumulated evidence is overwhelming and remarkably consistent. In 2000, the National Reading Panel analyzed decades of research and identified five essential components of reading instruction: phonemic awareness, phonics, fluency, vocabulary, and comprehension.
Phonemic Awareness is the ability to identify and manipulate individual sounds in spoken words. Before learning phonics, children need to understand that words are made of sounds, that you can blend sounds to make words, and that you can break words into sounds. This is a prerequisite for phonics.
Phonics involves teaching the relationship between letters and sounds, and then teaching children to blend these sounds to decode words. This must be systematic and explicit. Systematic means following a progression from simple to complex (teaching common letter-sound relationships before complex patterns). Explicit means directly taught by the teacher, not expected to be picked up incidentally.
Fluency is the ability to read accurately, quickly, and with proper expression. Fluent readers can focus on meaning rather than decoding. Fluency develops through practice reading connected text at an appropriate level of difficulty.
Vocabulary is knowing what words mean. Children need to develop both receptive vocabulary (understanding words they hear) and expressive vocabulary (using words they speak and write). Vocabulary development requires both explicit instruction and exposure to rich language.
Comprehension is understanding what you read. Comprehension requires all the other components; you can't understand if you're struggling to decode words or don't know what words mean. But comprehension also requires teaching specific strategies for understanding different types of text.
All five components are essential. You can't just teach phonics and ignore vocabulary. You can't just focus on comprehension strategies and skip phonics. The science is clear: effective reading instruction includes all five components, taught explicitly and systematically.
Crucially, the research shows that explicit, systematic phonics instruction is non-negotiable. Children with dyslexia, children from low-income backgrounds, and children with other reading difficulties all benefit from explicit phonics. Many only learn to read with explicit phonics instruction.
The Specific Problem with Balanced Literacy
Balanced literacy, as implemented in many schools, has a critical weakness: It often doesn't include explicit, systematic phonics instruction. The problem is partly philosophical. Balanced literacy emerged from a belief that reading should be joyful and meaning-centered. The concern was that explicit phonics instruction would be boring and would kill children's love of reading. So balanced literacy emphasizes reading whole books, enjoying stories, and using meaning-based strategies.
The problem is that meaning-based strategies don't work for children who can't decode words. If a child is sounding out every word, they don't have the cognitive capacity to think about meaning. Asking them to "use context to figure out the word" doesn't help if they can't read the context. Asking them to "use the picture to guess" doesn't help them actually learn to read.
Additionally, many teachers implementing balanced literacy haven't been trained in the science of reading. They've been told to use balanced literacy, but they don't understand the research. They might teach phonics, but not systematically or explicitly. They might water down phonics instruction because they don't understand its importance.
The result: Children who need explicit phonics instruction don't get it. They fall behind. By third grade, they can't read. And the achievement gap widens.
Importantly, this problem is not equally distributed. Students of color, students from low-income backgrounds, and students with disabilities are disproportionately harmed by outdated teaching methods. Students from wealthy backgrounds often get additional support, such as tutors, educated parents reading with them, and extra resources, that allows them to overcome inadequate classroom instruction. Students from less privileged backgrounds don't have these compensatory advantages. For them, the quality of classroom instruction is everything.
The Science of Reading: A Better Approach
In response to the limitations of balanced literacy, educators and researchers have coalesced around what's called the Science of Reading, a comprehensive approach based on decades of accumulated research about how the brain learns to read. The Science of Reading approach emphasizes explicit, systematic instruction across all five components. But it's not just about phonics. It's about understanding what the research shows and organizing instruction accordingly.
Key principles of Science of Reading instruction include:
Explicit instruction: Teachers directly teach skills and strategies rather than expecting children to pick them up incidentally. For phonics, this means directly teaching letter-sound relationships rather than hoping children will figure them out from reading stories.
Systematic instruction: Skills are taught in a logical sequence from simple to complex. You teach common letter sounds before complex patterns. You teach consonant-vowel-consonant words before multi-syllabic words. This progression matters because it builds foundational skills.
Decodable texts: When teaching phonics, children should read text that primarily uses letters and letter patterns they've already been taught. This allows them to practice decoding without needing to memorize many words. Once decoding skills develop, children can read "real books" with new words they can now decode.
Assessment and differentiation: Different children learn at different rates. Regular assessment tells teachers what each child has learned and what they need next. Instruction is adjusted based on assessment, not on a one-size-fits-all pace.
Integration of vocabulary and comprehension: While phonics and decoding are critical, vocabulary and comprehension instruction are equally important. Teaching phonics is not at the expense of these other components.
Motivation and engagement: The Science of Reading doesn't ignore the importance of loving reading. Once children can read, they can access engaging stories and information. But the path to loving reading goes through being able to read, not around it.
The Evidence: Does Science of Reading Work?
Multiple studies have compared Science of Reading instruction to other approaches. The evidence is compelling.
Louisiana provides a clear example. The state implemented Science of Reading training and materials statewide starting around 2016-2017. The results were dramatic. Louisiana's fourth-grade reading scores, which had been near the bottom nationally, improved dramatically. By 2024-2025, Louisiana was ranked 16th in the nation for fourth-grade reading, up from 50th in 2019.
However Louisiana's eighth-grade scores didn't improve comparably. This suggests that while early reading intervention works when done well, the system struggles with students who've already fallen behind. Fifth through eighth grade instruction also needs to align with the Science of Reading principles. Multiple studies comparing Science of Reading instruction to balanced literacy have found similar results: Science of Reading produces better reading outcomes, especially for struggling readers and students with dyslexia.
Why Schools Are Slow to Change
If the Science of Reading is so effective, why isn't every school using it? Several factors contribute to the lag:
Inertia and training: Many teachers were trained in balanced literacy approaches years ago. Changing how you teach requires new training, new materials, and new textbooks. That's expensive. Additionally, change is hard. Teachers who've been teaching one way for years may resist changing to something new.
Outdated curricula: Many schools still use textbooks and curricula designed for balanced literacy. Replacing these with Science of Reading aligned materials is a significant expense. Budget constraints often prevent districts from making this investment.
Ideological resistance: Some educators genuinely believe that meaning-based approaches are better. They worry that explicit phonics will be boring or will harm children's love of reading. These concerns come from a good place, but they're not supported by research.
Lack of awareness: Many administrators and policymakers aren't aware that there's a literacy crisis or that the Science of Reading exists. They assume schools are teaching reading effectively.
Unionization and teacher protection: In some districts, teachers' unions have opposed changes to reading instruction, sometimes arguing that the Science of Reading is too rigid or scripted.
Competing programs and interests: Various companies sell reading programs claiming to be research-based. Not all of them actually are. The confusion and competing claims can paralyze decision-making.
However, the situation is changing. As evidence for the Science of Reading has accumulated and as the literacy crisis has become more visible, more states and districts are adopting Science of Reading approaches. New York, Texas, and Louisiana are among states moving toward statewide adoption of Science of Reading principles. But as of early 2025, only about 79% of school districts are using curricula aligned with the Science of Reading. That means 21% are still using non-evidence-based approaches.
Resources: How to Improve Your Own Reading
Whether you're a student struggling with reading, a parent wanting to help, or an educator seeking training, there are resources available.
For Students
If you struggle with reading, understanding that reading is a skill that can be improved is important. You're not bad at reading; you may just not have received the right instruction. Here are some things that help:
Audiobooks and audiotext (listening while reading) can help your brain develop stronger reading connections. Hearing fluent reading while following text helps model fluency and connects sounds to words.
Phonics-based apps and programs like Lexia, Fountas & Pinnell, and Science of Reading aligned materials can provide structured practice. These programs give explicit instruction and track your progress.
Reading practice with texts at the right level (challenging but not frustrating) helps you develop fluency. Working with a teacher or tutor who understands the Science of Reading can identify your specific challenges and target instruction.
For Parents
Parents play a crucial role in reading development. Here's what helps:
Read aloud to your children daily, starting in infancy. This builds phonemic awareness, vocabulary, and a love of reading. Don't stop when they learn to read; continue reading aloud even to older children.
Talk a lot with your children. Conversation builds vocabulary and language skills. Answer their questions, ask them questions about what they're reading, discuss ideas.
Provide access to books. Visit the library, build a home library, ensure your child has books in their hands regularly.
Ask the school what approach they're using for reading instruction. If they say "balanced literacy," ask specifically how they teach phonics and whether it's systematic and explicit. If they can't explain clearly, that might be a red flag.
If your child is struggling, get help early. A child who's not reading well by the end of first grade should be evaluated. Early intervention is far more effective than waiting until third or fourth grade.
For Educators
Teachers seeking to improve their reading instruction have several options:
The LETRS (Language Essentials for Teachers of Reading and Spelling) training program is widely respected and used. It provides comprehensive training in the science of reading and has been shown to improve teacher knowledge and student outcomes.
State departments of education increasingly offer Science of Reading training as part of professional development requirements.
Books by researchers like Decodable Text, Structured Literacy, and publications from the International Dyslexia Association provide research-based guidance.
Professional organizations like the International Literacy Association and the Literacy Alliance offer resources and training.
Many universities are now incorporating Science of Reading content into teacher preparation programs, which means new teachers will increasingly be trained in evidence-based approaches.
The Path Forward: What Needs to Change
Addressing the literacy crisis requires systemic change: Every child should be screened for reading difficulties starting in kindergarten. Progress should be monitored regularly. This data should inform instruction. Schools should adopt and implement curricula aligned with the Science of Reading. This requires updating textbooks and materials and ensuring they reflect current research. All teachers should understand the science of reading. This means both pre-service training (what's taught in colleges training teachers) and ongoing professional development for current teachers. Implementing the Science of Reading requires investment in materials, training, and potentially additional support personnel (e.g., reading specialists, tutors). Districts need adequate funding to make these changes. The literacy crisis disproportionately affects low-income students and students of color. Addressing this crisis requires intentional focus on equity. The best schools and resources should be directed toward the students who struggle most, not toward those already advantaged. Schools should communicate with parents about how reading is taught, why it matters, and how parents can support reading development at home. Ultimately, addressing the literacy crisis requires prioritizing it politically. Literacy should be recognized as a critical civil rights and economic issue. Policies should be aligned with this priority.
